The Capacity Building Programme is designed to equip officers with the knowledge and skills required to effectively manage cadre administration, APARs through SPARROW, roster management, CCS Conduct Rules, e-HRMS, e-Office, and other establishment matters. By combining policy understanding with practical applications, the programme aims to enhance administrative efficiency, strengthen compliance with service regulations, and promote the effective use of digital governance tools. Ultimately, it seeks to foster greater transparency, accountability, and professionalism in personnel administration across the Department of Telecommunications and the Department of Posts.
