Shri Manish Sinha is a Post Graduate in History from St. Stephen’s College, University of Delhi. He subsequently did an M.B.A. in Public Policy from the University of Birmingham. He also holds a Diploma in Financial Management from the Indira Gandhi National Open University in New Delhi. His latest educational accomplishment is his dissertation entitled, “Net Neutrality and its Impact on the Growth of the Telecom Sector”, for which he was awarded an M.Phil by the Indian Institute of Public Administration, New Delhi which is affiliated to Punjab University, Chandigarh. He has also published a paper titled, “Reforming the Management of the Rural Telecom Network in India”, in Governance and Poverty: Towards More Effective Public Service Delivery edited by M.C. Gupta et aland published by the School of Public Policy, International Development Department, University of Birmingham in May 2000.
Shri Manish Sinha joined the Indian Posts and Telecom Accounts and Finance Service (IP&TAFS) in 1990. He started his career as Assistant Chief Accounts Officer (subsequently working as Chief Accounts Officer) in MTNL, New Delhi and was responsible for realization of telecom revenue in the circle. Hethen held key positions in BSNL such as Jt. DDG (Banking) in New Delhi where has was responsible for the implementation of the banking system and raising debt; and as DGM (Finance) in Ahmedabad, Gujarat, where he held charge of Internal Financial Advisor in the district.
In the Department of Telecommunications (DOT), Shri Manish Sinha has worked as the Controller of Communications Accounts in Punjab Circle, where has was responsible for collection of License Fee and Spectrum User Charges from Telecom Service Providers (TSPs), and also for timely disbursement of pension as well as settlement of grievances of telecom pensioners. He also held the position of Deputy Director General (Licence Fee) at DOT Headquarters in New Delhi where he was responsible for the formulation of policy regarding the collection of Licence Fee from various TSPs.Shri Manish Sinha also has considerable experience in the arena of telecom regulation as he has worked as Advisor (Eco.) in the Telecom Regulatory Authority of India (TRAI), which is the statutory body in charge of the regulation of the telecom sector in India.
In the Department of Posts, Shri Manish Sinha held the crucial position of Deputy Director General (Postal Accounts and Finance) where he was responsible not just for timely compilation of postal accounts and timely realization of revenue, but also the management of postal accounts personnel all over India.
Shri Manish Sinha thus brings a wealth of experience into his current position as the Director General of the National Institute of Communication Finance in New Delhi. Under his stewardship, NICF has ventured beyond its traditional remit of providing training to Group ‘A’ and ‘B’ officers of IP&TAFS into new areas such as E-Procurement, E-office, Digital Payments, Research and Development, etc. and is committed to achieve the highest possible standards in training and human capital development.
