The National Institute of Communication Finance (NICF) is a Department of Personnel & Training (DoPT) recognized Central Training Institute (CTI) under the Ministry of Communications. The NICF has been mandated to conduct training need analysis andto provide inputs on policy & plan formulation, coordination, organization and imparting training to Indian Posts & Telecom Accounts and Finance Service (IP&TAFS) cadre, feeder cadres and sectoral training in the field of Communications & Finance. The NICF conducts probationary training of the officers recruited by the Union Public Service Commission (UPSC) through the Civil Services Examination and allocated to the IP&TAFS cadre. Asthe officers of IP&TAFScadre are responsible for managing senior and top management posts dealing with accounts and finance in the Department of Posts and Telecom, the NICF regularly conducts training programmes such as Mid-Career Training (MCT) and Management Development Programme (MDP) in collaboration with both national and international institutes of repute.
The NICF aims to provide a forum for convergence between industry, government, professionals, investors and others and address the competency gap by providing quality training, research and information services to all the stakeholders. Moreover, with tremendous growth in Telecom Sector, there is a need to cater to a much larger target audience than earlier. In this regard, the NICF has been recognized by the NITI Aayog for conducting web-based training on Digital Payments for theInternational Telecommunication Union (ITU).Furthermore, the NICF aims to become a global player in imparting training and conducting research by positioning itself as a Centre of Excellence under the International Telecommunication Union (ITU).
In keeping with the need to establish state-of-the-art infrastructure for the NICF to enable it to cater to the growing need for capacity building and training in the rapidly changing telecom and postal sectors, the foundation of the new building complex of the NICF was laid by the Hon’ble Minister of State for Communications (I/C), Shri Manoj Sinha on 26th September 2018. The NICF campus, spread approximately over an area of 53 acres, will consist of administrative building, education, training and conference facilities, knowledge management centre, resource centre, residential facilities for officers, trainees and other staff, indoor and outdoor sports facilities, etc. Moreover, all the buildings would be established in keeping with green building provisionsto maximize green spaces and reduce energy usage
While the NICF already imparts induction training and in-service and refresher training programs for Indian P&T Accounts and Finance Service officers, and conducts research and provides policy inputs, it is further envisaged that the NICF may start advance learning programs leading to the award of Diploma/Degree in order to realize the vision of the institute to emerge as “a world class think tank and Centre of Excellence in the field of Communications and Finance in training, research and analysis.”
